Campus Architect & Director of Compliance

Salary Range: $102,300-$237,100 (Annual) w/ target bonus up to 10%. Salary commensurate with experience

 

The Campus Architect & Director of Compliance has full responsibility for major elements of Compliance programs for the department. This includes leadership and management responsibility for the following service groups: Building Department, Plan review, inspection, and construction contracts. The Director oversees all aspects of these service programs. This position serves as the Campus Architect who is the UCDH Designated Building Official, Authority Having Jurisdiction, and primary liaison with OSHPD and other regulatory parties. The Campus Architect is responsible for oversight of design, standards management, and aesthetic coordination with project delivery teams.

 

The position is responsible for the direct supervision of, and successful team performance of, Certified Building Official, Lead Inspector, and Contracts Manager along with their staff of 10-15 FTE and assigned consultants to manage the compliance program.

 

Required Qualifications

• California licensed architect, or ability to obtain licensure within the first 12 months.

• 10 years of senior management experience in design and construction of large complicated building projects. A background in architecture, engineering, contract management, project planning, or as a builder is required.

• Extensive knowledge of typical design and construction sequences

• Extensive construction administration experience and skills to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, oversee work of inspectors and testing agencies, and actively assist contractors and design teams in the resolution of technical and procedural problems.

• Extensive experience with design and construction contracts, contract law, public contracting code, and construction claim procedures.

• Extensive knowledge of project types that align with this position including inpatient, outpatient health care facilities operations, administration, research, education and infrastructure projects.

• Extensive experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance and initiating reward or corrective action as required.

• Proven leadership skills that include work with complex organizations.

• Clear communicator with a strong grasp of political and organizational dynamics.

• Superior skills in the financial management of service programs.

• Financial skills to prepare, monitor, and manage detailed budgets, evaluate independent cost projections, and review and approve payment requests.

• Leadership and managerial skills to direct several professional teams working on unique and technically difficult projects in a complex administrative environment.

 

Preferred Qualifications

• Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.

• Working knowledge of regulatory requirements including CA Title 24, OSHPD and the Americans with Disabilities Act.

• Working knowledge and understanding of Integrated Project Delivery and Lean Construction Techniques.

• Working knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.

• A high level of understanding and skills to work with both internal and external agencies with related code and policy enforcement responsibilities like UC Davis Fire, Environmental Health & Safety, local municipalities and other state and local agencies.

• Expert knowledge of hospital functions and general policies and procedures and an understanding of medical and support functions.  Familiarity with OSHPD, CDPH and Joint Commission requirements.

• Expert knowledge of various project delivery methods including conventional design bid build, design build, progressive design build and build to suit leased projects and the impacts these delivery methods have on the administration of department process.

• Experience to manage and supervise others, conduct performance reviews, deal with conflict and the enforcement of human resources policy and procedures.

• Financial and accounting skills to develop and manage budgets for services units.  Establish technical needs and staffing requirements based on project workload projections.

• Experience to manage workload and prioritize between projects in a sometimes-chaotic work environment, adapt to shifting priorities and respond to emergencies in a calm and professional manner.

• Superior oral and written communication skills.  Skills to deal effectively with a broad range of individuals from construction workers to the highest levels of University’s management personnel, occasionally under stressful circumstances. Written communication skills to prepare clear, concise and professional reports and correspondence.
